In 1998, ALSECO Closed Joint-Stock Company printed its first bills. Then, a unified database on individual power consumers in Almaty was collected. This is how the history of the company began.
A centralized database that allowed providers to track the history of individual consumers and share it with each other became our pass to the big world. In 1999, the subscriber services of APK CJSC received direct access to it.
That year, the company started demonstrating its capabilities actively. Then, several specialized software and hardware complexes were developed and commissioned.
Our centralized consumer database started operating in full. The hotline received its first calls.
That same year, the Service for Taking Readings of Metering Devices was established and it undertook taking the readings of power meters. Soon, other service providers decided to use our services.
Ringer, which is a software and hardware complex to call power and heat debtors, was implemented by our specialists.
A new service for the population appeared – maintenance and processing of information on consumers of natural gas services implemented through cooperation with the natural gas provider KazTransGasDistribution JSC (Shymkent), which was connected to the corporate network of ALSECO CJSC. Then, an innovative decision was made – the database server was generated in Almaty, while service workplaces were established in Shymkent.
Such organization of work can be considered the progenitor of modern cloud technologies and data centers, when third-party remote equipment is used.
Looking at all the obvious benefits of electronic information management, our clients offered cooperation in the development of billing systems for collection and analysis of information on legal entities they had to deal with. That's when the software products, such as UKP-Power Legal Entities and UKP-Heat Legal Entities appeared. Our solutions were the first in Kazakhstan designed specifically to process information concerning subscribers of power and heating networks.
Other cities appreciated the advantages of using our data center and software solutions, and our software for natural gas consumption recording was introduced in Taraz and Almaty. Users benefited from the convenient data management, and consumers – from the speed of information processing.
That same year the company’s Group of Innovative Developments was founded. The company needed this department due to growing needs of our customers. The group was engaged in updating software, changing architecture of applications. In their work, the employees of the Group of Innovative Developments applied the latest practices of the rapidly changing IT sphere.
At the same time, the project manager department became fully operational for all business areas. This enabled improving the efficiency of dealing with clients through timely software upgrading and optimization.
Having fulfilled a number of conditions: providing client feedback, and passing technical and business testing, ALSECO CJSC was recognized as a certified partner of the IT giant Microsoft.

It was the time for new solutions and new opportunities – ALSECO CJSC passed re-registration and received the status of a Joint-Stock Company.
At the same time the company could expand its activities in the district centers; software for recording natural gas consumption by the population was introduced in many areas near Shymkent.

The geography of relations with partners grew at an incredible pace and went beyond Kazakhstan. In Tbilisi (Georgia), organization of sales activities and dealing with subscribers was considered. This allowed further introduction of a software and hardware complex in the city for gas consumption recording and control.
At the same time, ALSECO specialists analyzed the functionality of the software of Energocenter JSC in Pavlodar, which was in charge of dealing with subscribers, and developed recommendations for software optimization.
That was when APK JSC was reformed. As a result, AlmatyEnergoSbyt LLP and APK JSC (later AZZK JSC) appeared among our regular partners and friends. Together with AlmatyEnergoSbyt LLP and APK JSC we started upgrading and enhancing the software for power consumption recording and control.

In order to establish a single center of utilities in Kyzylorda, we started cooperation with the Social and Economic Development of the City's public fund (Kyzylorda) to conduct a pre-project inspection of housing and public utilities sector.
In 2007, with the high pace of development and increased level of technical specialists, ALSECO obtained the status of Microsoft Gold Certified Partner.
That same year, ALSECO launched a large-scale project in Almaty with Vodokanal SOPE for cold water recording and control and wastewater disposal.

ALSECO JSC celebrated its 10th anniversary. Cooperation with the Almaty Tax Committee was a new step in the development.
We felt the need to grow further, and on our 10th year of life, ALSECO successfully registered its subsidiary Astana-SPC in the capital city of Kazakhstan. It should be noted that for 10 years of its development in Almaty SPC has proved its convenience both for consumers and for service providers and service organizations. That is why Astana's Akimat contacted us with a proposal to establish a similar processing center for residents of the capital city. Together with the Astana residents, our specialists studied the operational differences between the banks, service organizations and service providers in the region, adjusted and set up the software and launched the Single Processing Center within a year. Quickly enough we received positive feedback from the municipal administration and public utilities, and from Astana residents.
That same year, ALSECO software and hardware complex consisting of the billing system for processing and recording information on power consumers and datacenter was successfully introduced in the cities of Almaty Region.

Realizing all the advantages of using the SPC in Astana and Almaty, the Kyzylorda Akimat signed a contract for the implementation of software solution for a SPC in Kyzylorda with our company. Our specialists performed all work related to software adjustment and customization for this region. This was another project through which we could better understand the specifics of operation in different cities and acquire new knowledge.
In our home city, ALMA-TV JSC entrusted us with printing and delivery of bills – another key partner.
We signed the contract for billing services with Almatyteplokommunenergo JSC.
For the convenience of power consumers, we developed Power Consumer Account in cooperation with AlmatyEnergoSbyt LLP. The development allowed consumers to receive the necessary information on the meter readings taken, the fees charged and payments received promptly without visiting the offices of AlmatyEnergoSbyt LLP.
New products appeared, such as testing process audit and software testing training.
That same year, ALSECO passed certification for compliance with ISO 9001:2008.
In 2012, we updated the software for power recording for commercial consumers for our long-standing partners AlTS LLP.
We had performed some preliminary work since 2011: conducted research, clarified the requirements and bottlenecks, examined new technologies, developed a new system and made a pilot launch. Thus, in October 2012, employees of AlTS LLP switched to the use of the new ALSECO. Heat. system.
That same year we developed a mobile software solution for taking readings from power meters for AZHK JSC. With this application, AZHK JSC controllers spent less time for their tours and a number of errors were reduced due to preliminary checks made on the device online.
The Leader of Kazakhstan 2013 certificate and a medal "for the significant contribution to the development of the economy of Kazakhstan, establishment of high standards of production activities, effectiveness and support of the country's international image as a legal economically developed state. National business rating of Kazakhstan" were our best presents on the 15th anniversary.
The company did not stop there and created new software for power recording for the East Kazakhstan Region based on 1C 8.2. At the same time, upgraded software products for heat recording (individuals) and vehicles recording for the Almaty Tax Department appeared.
We presented ALSECO. My account mobile application, which was included in the TOP 25 free applications in Google Play Market. The application made it possible to send photos of meter readings, which increased greatly the amount of data collected.
Following the principle of innovation and continuous improvement, we developed a software for taking readings of metering devices via a personal digital assistant and the Consumer’s account for power engineers of the East Kazakhstan Region.
For AlTS LLP, we replaced the software for heat recording for invidiual consumers. Now all the calculations were made in the same "ALSECO. Heat" system. The "ALSECO. Heat" software was fully commissioned and obtained a state registration certificate.
An Information System for Administration of Nonproduction Payments (IS ANP) software was successfully launched in the tax departments of Aktau and Uralsk, which allowed reducing costs of information processing, centralizing the database of taxpayers, tax entities and vehicles, and also monitoring the ongoing changes.
That year we implemented an IT security audit system. Also, in order to comply with the Law On Personal Data Protection, together with utility providers we implemented a folding system for billing invoices, so that residents of Almaty and Almaty Region could receive billing invoices folded as an envelope and glued along the edges. This ensued protection of personal data.
Smartly built IT system administration became one of the main principles of our work. We automated the operating activities of the information technology department, expanded the complex monitoring system for servers and switching equipment in order to respond quickly to emergency situations.
Continuous improvement of our work allowed the Aktau Akimat to entrust us with support of Information System for Administration of Nonproduction Payments (IS ANP) software. And the new cities readily responded to our partnership proposal. ALSECO successfully put into operation the IS ANP software in the State Revenue Department in Atyrau and Kokshetau
ALSECO.iSPC – our large-scale creation – was brought to life. It allowed easy and quick arrangement of SPC operation in any city.
We began printing a single utilities billing invoice for residents of Almaty Region.
We developed and implemented "ALSECO. Power" software for power recording for legal entities based on absolutely new systems, knowledge and experience. This system allows performing more work with fewer efforts. The algorithms implemented in this software make it possible to easily perform complex calculations taking into account a large set of diversified parameters.
The new UKP-Voda software was updated and put into operation in Kokshetau just for one year.
We obtained a state registration certificate of copyright for ALSECO.iSPC software and implemented this solution in Kokshetau together with our partners Kokshetau Zhylu SOPE with REM.
An agreement was signed to support and develop large-scale software AIS OIP for the Republican Chamber of Private Bailiffs. This information system, which covers the entire Republic, allows keeping records of enforcement proceedings, automating the proceedings actions of law enforcement officers and monitoring the progress of enforcement proceedings.
We signed agreements for the development of information systems with Kokshetau Su Arnassy SOPE with REM and Kokshetau Zhylu SOPE with REM under the Kokshetau Akimat.
The Information System for Administration of Nonproduction Payments is gaining popularity. We signed agreements for the introduction of IS ANP in the East Kazakhstan, Zhambyl, Pavlodar and Aktobe Regions. And also support agreements in Kokshetau and Atyrau.
ALSECO obtained another registration certificate for its ALSECO. Power software. This proves our continuous development and the desire to make the work of our clients at least a bit easier, and the information clearer.
